stocks were buoyed by hopes of progress in the washington deficit talks. the dow jones industrial average gained 100 points to close at 13,235. the nasdaq rose 39 points to close at 3010. traders also paused for a minute of silence this morning, to remember the school shooting victims in connecticut. republican congressman tim scott of south carolina will become the first black senator from the south since reconstruction. he was awarded the congressional medal of honor for bravery in world war ii and was electedded to the senate in 1962. he gained national attention on the senate watergate committee and became president protem of the senate, the third in line to succeed the president. he was 88 years old. governor nikki haley announced the appointment of the first- term lawmaker today. he'll fill the seat of republican senator jim demint, who's resigning to lead the heritage foundation, a conservative washington think tank. scott will serve two years, and says he plans then to face election in his own right in 2014 for a full six-year term. voters in japan

this is near 38th and albermarle in northwest washington. another one of our viewers sent in this flower blooming next to her house. it's december and we have to remind ourses. if you have interesting weather or nature photos send them to us as nbcwashington.com. there's capitol hill, basking in the sun. 59 at reagan national and a wind from the quest at 10 miles an hour. that's going to increase in speed. over the last several hours we had that patchy morning fog all gone and lots of sunshine from the blue ridge east. blue ridge west is mostly cloudy and upper level disturbance that's passing through over the next few hours and right now ahead of that it's mild temperatures. all these areas in green are in the upper 50s to around 60 degrees but a chill in the air out of the mountains. only in the 30s to near 40 degrees. behind the front, the front yet to get through. so we'll have an abrupt change occurring overnight. montgomery county, mid 50s. upper 50s in the district. prince george's county, most locations, mid 50s and upper 50s in arli

washington, d.c. for over decades now. one of my local newspapers, the "chicago tribune," reports that at the end of march, murders in my city had spiked almost 60%. and as of june, homicides in chicago were up almost 20% over last year. 488 murders to date. ranging from 18 months to 19 years. these are americans also shot down like dogs in the street. as i recall being in the hospital room when my son was pronounced dead, there was a primal scream that came from his sister, his mother. it wasn't a scream of a black woman. it wasn't a scream of a white mother. it wasn't a scream of a latina mother mother or a scream of an asian mother. it was a scream, a primal scream of a mother. a scream that is rarely duplicated anywhere. it is a horrible scream and i can't get that scream out of my consciousness. so i applaud speaker pelosi, leader pelosi, soon to be speaker pelosi and i applaud the democrats who are standing here. we must stop future sandy hooks right now. we cannot allow the schools of america t
